Raines-Hewes on Tuesday was charged with murder and child abuse, according to the Solano County District Attorney’s Office.

Fairfield police say Raines-Hewes confessed to “the intentional act of drowning” her grandson, Richard Kite.

Police dispatch received a call at 10:51 a.m. Tuesday morning of a drowning in the 1400 block of Jefferson Street.

Officers and fire personnel arrived on scene and attempted to resuscitate the boy but efforts were unsuccessful, said police spokeswoman Ofc. Rebecca Belk

“The baby was placed inside a bathtub and intentionally drowned by Raines-Hewes,” police said.

Two granddaughters, ages 1 and 6, were also in Raines-Hewes care at the time of Kite’s death. They were unharmed, according to police.
