Two store clerks were cited for selling alcohol to minors and four patrons were cited for agreeing to purchase alcohol for a minor outside the store.
The minors attempted to purchase alcohol from 12 licensed businesses and two, the Smart & Final on Anderson Drive and El Lucerito restaurant on Lincoln Avenue, agreed to do so, police said.
